Characters

Team Aqua is based in Hoenn.  They are a criminal group who use pokemon, but their motives and goals are unclear as of yet.  Whatever they are after it is something far bigger than rare pokemon.  They are so well organized and powerful that they make Team Rocket look like children.  They operate in small teams, but also have a larger fighting force they can call on.  They have a lot of technology (mostly water based, like submarines and scuba gear - they also use water pokemon) and are in competition with Team Magma.  They are very mysterious.
