Mr. Famous is a bit of a puzzle as he first appears to help World Three by creating a new navi from the remains of Torchman's program. He is evidently quite skilled in this area. He later proves to be a valuable ally to Lan, providing him with the extra code (which substantially boosts a navi's power) and information about Bass and the Virus beast. In Axcess we discover that he actually works for the Net Police. So he's a good guy after all ^_^ And he ends up being Lan's "boss".
