Mr. Higsby was a teacher, but now he owns a rare chip shop.  He went a little crazy trying to get rare chips, but when Lan and Megaman defeated him he got straightened out.  Now he is a friend.  He likes Ms. Mari. He is also a very skilled hacker (which his illegal of course, so he doesn't go around bragging about it).  His net navi is Numberman.
