Jigglypuff is a wandering pokemon who wants only for someone to hear its entire song.  Ash and the gang made the mistake of helping it regain its voice and now it follows them around causing trouble by putting everyone to sleep at inconvenient times.  Jigglypuff is very touchy.  It gets angry because no everyone falls asleep when it sings.  Then it takes its “microphone” (which is actually a permanent marker it stole from Ash) and marks all the sleeping people’s faces.  Jigglypuff really loves that marker.
